I can understand your annoyance, but i want to give you a hint - if you think, that the reply to your support request is not okay or not fair to you as the customer, there should be a link in the footer of the reply mail to send a complaint.
In a german support mail, the part of the footer looks like this:
This complaint often reaches Felix Preuß (Chief of Netcup) in person - i think in your situation this could really help.
Normally, as i know, such servers will be moved to another host. I think, that a steal of 60% is a clear reason for moving the system - well, but i am not Netcup.
