Is the user allowed to log in via ssh (permit password on root login)?
-
Kullanıcının ssh üzerinden giriş yapmasına izin veriliyor mu (root girişinde şifreye izin veriliyor mu)?
ssh password login screen comes up but does not accept the password when I enter it

ssh password login screen comes up but does not accept the password when I enter it
It always comes up when pubkey is not accepted, even if the user doesn't exists.
Back again to my question: is the user allowed to login via ssh?
How does your sshd config looks like?

Almalinux and any other RHEL clone do not allow root login via SSH with password. You can log in manually via the SCP and the console and change the SSH configuration accordingly. But I would rather recommend creating a user via the console and logging in with this user.

there is a ssh keys section where I give a name to the name section, I specify a password in ssh login, but I cannot login with the information I created here ssh

I think the fastest way is:
Log in via SCP-console, change the SSH configuration to allow root login by passwort and then do the rest (ssh keys etc.) with a ssh-client like putty.

I entered the ssh keys section and made root in the name section, set a password, restarted the server and ssh login failed again

Then login with the SSH key you have specified there? That however depends on your SSH client on your local computer and the location where you have stored your private ssh key.

There is no other way, I create ssh key, it still does not work, there must be a method that I can do manually, I could not solve it.

Seems like your installed OS does not accept a root login via SSH. Not even with a SSH key. So you might have to use the VNC console for the first login and change your OS SSH-settings to allow root login in /etc/ssh/sshdconfig. The VNC console is not SSH, therefor you can still login as root there. If the root password you got does not work, it may simply be a problem with the keymap. Try to enter your password as the username first, so you see if what you type is the same as is shown on the screen. If not, you can try to choose the correct VNC Keyboard Layout in the settings in SCP. After changing this setting you have to restart your server via SCP to enable the new VNC Keyboard layout. Of course you could also use the on-screen keyboard for all input, but this is a real pain.

Are you talking about the ssh keys section in SCP? Configuring keys there doesn’t change anything on your existing servers. It’s just for new installations with netcup images.

Can you describe how you create the key and place it in your client, even whan client you are using?
Otherwise we just poke in the dark here.

Maybe the best idea is to start fresh.
1. Create a SSH Key on your local system
2. Upload it to the SCP
3. Go to the Server and Select Media -> Images and then Alma Linux
4. In the Wizard select the SSH Key
5. Finish the Installation and now you should have your Server with your SSH Key installed

I have already done these things, I have shown the ppk file with putty and the path on the computer, but it doesn't work, I can't log in no matter what I do.
Netkup does not provide support, I have written so much, it has not returned even 1 time, I do not understand why they do not write a reply, I have not understood why they do not write a reply, there has never been a company that does not return a reply in any company I have ever worked with.
the root password change part doesn't work for ssh

At this moment netcup had big problems wit providing support - sadly.
It was in the past better and I hope that they can solve this issues.
Hm...
But I can not reproduce your issue.
I toke one of my server and deployed it with the Alma Linux 9 Image from netcup, selected my SSH Keys and made no other changes.I was able to connect with SSH Key and my root User without a problem.

Have you converted your Putty Key to OpenSSH-Format?
Putty uses a different Keyfile-Format. -
I installed rocky8, changed it and nothing changed again, where am I going wrong?
I use putty key generator
