Speedtests to destinations within Europe show me between 600 and 1200 MBit/s. Do you test the speed with your home internet connection?

As far as i know, there is a rate limit on all Netcup virtual Servers and that looks likely to be your problem.
On a VPS it is in effect after 80TB/month, on root-server(RS) after 120TB/month, don't know the details for the ARM servers.
I am curious, what is causing such high traffic?
Maybe you can buy a dedicated NIC for a monthly fee, but i don't know if that is possible.

I think it's not the monthly limit but the fair use policy which cuts down the network speed after consuming an avarage MBit/s within an hour.
For the Rootservers this happens after 1 GBit/s, I think for the VPS (which the ARM should be) the value would be tendencially lower then 1 GBit/s. -

But instead of doing more and more guess work it maybe better if you are contacting the Netcup Support. They are the only ones that can give you the real reason for your system behaviour.

I see that the CCP product panel is labeled Root Server.

As mentioned before Netcup Support is the only way to know why your bandwidth ist cut down. But it should be caused by extensive use.
This is a community forum, were you can find a solution for nearly every technical question, but for this kind of contractual question Netcup support should be the better counterpart for you.

Just to be sure: You know you're supposed to test the server itself, not the bandwidth?
netcup expects feedback on the functionality of the test server as well as suggestions for improvement based on your user experience.
