In Germany every private customer has the right of revocation on all products during the first 14 days (So this point is mandantory for every provider)
The cancellation (full refund) is a optional service from netcup (only for root-server)
You can use the satisfaction guarantee if you are not satisfied with the product (in your case the server), for example because the performance is not as you had hoped.

Thanks, I used revocation instead as I'm always pleased with netcup. As such I received only partial return of payment of the entire month which I don't even mind. 
I think I would have done the same!
The laws allow for you to get all your money back, but the laws also allow for netcup to not give you any server anymore if that happens to often. I don‘t know if netcup will do this if you really abuse the revocation function, but I think they would.
I know that other hosters will do that.
