Geht auch ohne UDP, also mit TCP nicht mehr... keine Ahnung, was los ist.
Ich werde nachher mal mit dem Plugin (nicht nativ) testen. Das geht noch.
Was du noch mal versuchen könntest, ist ein iperf3 Speedtest ohne VPN auf die öffentlichen IPs, aber mit UDP anstatt TCP. Ich hab schon mal gelesen, dass Kabelanbieter angeblich UDP ausbremsen. Ich glaube es zwar noch nicht so wirklich, aber wir sollten es ausschließen.
Jetzt verstehe ich gar nichts mehr. iperf3 spuckt mir nun Fehlermeldungen aus, auch an öffentliche Server.
Ich muss mich entschuldigen! Ich habe bei den Download-Tests nicht darauf geachtet, dass der Download ja auf den per Ordnerumleitung umgeleiteten Download-Ordner erfolgt. Die Umleitung geht auf die Home-Seite! Demnach ist es doch nur ein VPN-Problem und ich muss das Problem evtl. Zuhause suchen.
Ich werde dann mal mit deinem letzten Vorschlag anfangen.

ich dachte, ich mache neben diesem Thread einen neuen für diese Frage auf, da die Vermutung bereits mehrfach geäußert wurde.
Kann es sein, dass beim VPS 500 G10s oder grundsätzlich bei Netcup Traffic Shaping oder Ähnliches zum Einsatz kommt?
Ich habe nämlich das Verhalten, dass externer Netzwerkverkehr anderer Server über die primäre NIC dieses Servers (System ist OPNsense) langsam ist. Dagegen ist die Geschwindigkeit über primäre NICs der Server dahinter gut. Dabei schläft die Geschwindigkeit nach einigen Sekunden ein.
Ich wollte gerne ausschließen, dass es etwas gibt, was nicht in meiner Sphäre liegt.
Werde ich testen. Habe auch das Wort Checksummenberechnung aufgeschnappt und weiß, dass es dazu Optimierungseinstellungen gibt. Kann das eine Rolle spielen?

Ich habe mal 1472 bzw. 1412 gesetzt und habe das Gefühl, es ist sogar schlechter geworden. Vielleicht hat es sich auch nicht verändert. Ich bin aber nicht ganz sicher, welche Messung hier Schlussfolgerungen zulassen würde.
Ich denke eher, dass das Problem auf Netcup-Seite liegt. Bzgl. der Anbindung Zuhause muss man halt wissen, dass die zur Verfügung stehende Geschwindigkeit nicht konstant ist und Vergleichsmessungen daher sicherlich schwierig. Das ergibt iperf zwischen einem Remote-Server und der OPNsense remote:

Das ist ja eigentlich nicht so schlecht, da 250 MBit/s-Anbindung. Gleichwohl bekomme ich bei einem Download auf diesen Server nur einen Bruchteil der Geschwindigkeit. Bremst Netcup hier irgendetwas bei den kleinen VPS?
Vielen Dank für die Hinweise. Habe den MTU check für die öffentliche IP der remote OPNsense durchgeführt und er schlägt 1472 vor. Wie ich dasselbe bei der OPNsense home machen soll, ist mir nicht ganz klar - die hat ja keine öffentliche IP. Oder soll ich hier auf die öffentliche IP meines Anschlusses testen? Oder kann ich 1472 auf beiden OPNsense am WAN interface setzen?
Ja, genau. Es startet mit 10-20 MB/s und wird dann langsamer. Bewusst eingestellt habe ich in diese Richtung nichts. Wie könnte ich das überprüfen? Wäre das auf Ebene der OPNsense oder könnte das auch auf Ebene des Windows Server OS relevant sein (kann ich mir aber kaum vorstellen)?
MTU für die wireguard-Schnittstellen habe ich auf 1400 eingestellt. Vorher war nichts bzw. der Standard vorbelegt. Die Änderung hat m.E. aber keine Veränderung im Verhalten mit sich gebracht. Auf der WAN-Schnittstelle ist 1432 als MTU gesetzt, aber der LAN-Schnittstelle MSS 1300, sonst keine Veränderungen. Aber diese Werte habe ich auch nur als Fehlerbehebungsversuche gesetzt. Auch ohne diese war das Verhalten gleich.
Auffällig ist halt, dass die Geschwindigkeit nach ein paar Sekunden einschläft. Wo könnte ich nun ansetzen?
Ich habe auch aufgeschnappt, dass evtl. bei Netcup eine "Drosselung" des Festplattendurchsatzes oder Traffic-Shaping erfolgt. Kann das eine Rolle spielen?
Also, CPU-Auslastung (WCPU) jeweils bei ca. 20 % (mal mehr, mal weniger). Interrupt ist lokal bei max. 1,1 %, bei Netcup max. 0,3 %.
Ich würde das dann während eines Datei-Kopiervorgangs testen, da ich dann entsprechend mehr Zeit habe. Um diesen geht es mir ja auch primär. Das wäre in Ordnung?
Könntest du mir hier die optimalen Parameter für "top" nennen oder ggf. eine Alternative? Evtl. ist es auch ein Problem der Syntax gewesen und ich habe ggf. nicht alles gesehen.
