It is a virtual machine, so you don't see the real clockspeed. The 3.7 GHz is the turbo boost of the CPU.
It's a lottery whether you get it at a certain point.

It also depends whether you have a VPS or RS (with dedicated cores).
The overall performance of the VPS can vary a lot in my experience.
