The message in the picture seems atypical for Netcup. I also think that a VPN provider or other security software is more likely to be the cause here.
The word “Attack ID” sounds like a kind of (D)Dos protection or any other Security Software. “Web page blocked” is often found on providers or Internet access devices (firewalls). You need to check who is sending the error page and from which IP. Does it belong to Netcup or to a local provider?

Nope. But my ISP which is country wide has issues and its ips get blocked every now and then due to excessive spamming by its end users. Trouble is people like us also suffer due to this nonsense.

So, every provider has a blacklist/greylist/whitelist. The above image as I found out is due to my IP getting in blacklist due to the above explanation I just gave to alxhu. I had this issue with my cPanel provider too, and since my ISP only gives ddns and no static IP, I get blocked often soon, due to that IP being used by some other user in the last 24-48 hours to spam excessively. Honest users get penalised for this nonsense.

Yes, which is the blacklist block as well. My ISP is a idiotic MNC which cares nothing about either privacy, nor about its users. Just like every other conglomerate, money is the soul for them.
There are several lawsuits against them, but since that is the only working and kind of reliable ISP in my area, I have to use them.
