From your phrase "additional VPS plan" I assume you already have had an active customer account at netcup, didn't you?
If not so, a verification may take a up to a few days depending on the payment service used.

You should open a ticket, thats the correct way.
But here in germany we have public holidy at monday (Pfingsten), so i guess there will be no response before Tuesday morning.

You are right, normally the process is automated.
But it seems that the process is having problems since a few days... i guess and hope that Netcup will fix these problems soon.

Normally not, its quite seldom. I would assume that there are not more problems than with other providers.

They won't - the company is around for over 15 years - many of the users flying around here are customers for years.
The process is an automated one. But there are some account characteristics that could intervene:
- how's your payment history. Always on time or delayed.
- how's your budget. Some products raise a flag. I had one account where I couldn't add new domains until an invoice about 200€ is payed.
- are there any resource limits right now.
The list isn't complete but hopefully you'll get an idea of what is going on behind the scenes.
