Cpanel giving problem

i am facing cache issues while using Cpanel on Netcup VPS.

i am not understanding the root cause.

OS : Cloudlinux 9.6
WebServer : LiteSpeed
Panel : cPanel v130

the website works perfectly in other VPS with the same config.

but on netcup vps cache is causing my user's issues

i have noticed this issue with many of my own developed code and even whmcs.

the website does not load stating that some php library is missing (whmcs says oci8.so is disabled) but the libraries are enabled.

if i refresh the site then it works. but first time when opened i get this issue
