Few questions

I'm pretty sure you aren't going going to be satisfied with the RS 4000 since you are comparing dedicated machines with absolute high end desktop hardware with server CPUs for broad masses. Like most game servers GTA5 probably wants as much single thread performance as possible, take a look at this:

The Epyc 9634 has a single thread performance of roughly 3000 and the test was done on a host that can make use of the boost clock. While you have more or less dedicated cores with a RS, you can't count on the boost clock being applied to you and my guess is that you end up with around ~2500. That's nowhere near the score of the desktop CPUs.

I'm curious which provider uses a 7950X3D though. Are the 6 cores dedicated to just you? Or did you mean 16?

You could rent the server for just 1 month and try it but I'm not sure if it's worth the hassle.

There's currently a shortage of server resources in netcups datacenter, that's why there's a warning. Unfortunately we can't tell you how long it's gonna take, some users have already been waiting for 10 days at this point.

The actual verification of the account usually happens very quickly midweek. Often at the same or following day, depending on when you ordered and what your timezone is.

There is a Provider, where you can get used dedicated servers (mostly Intel Core i7), not much more expensive than a RS 4000
