Ich habe ebenfalls ein netcup vServer und genau das gleiche Problem!
Reboote ich den Server allerdings per VCP, kommen ALLE Dienste sauber und problemlos hoch.

Gibt es hier inzwischen schon eine Lösung oder Anzeichen, wo das Problem wirklich liegt?
Teilweise kann ich manuell auch keine upstart-Scripte ausführen, sie bleiben einfach hängen. Zum Beispiel 'cron restart'.
Meine /etc/init/openvz.conf sieht wie folgt aus:
