Solved by changing domain provider, mostly their system was bugged. Because I had the same problem on multiple domains.

Please answer my question. If you have DNS problems, how does your DNS look like?
dns are not applied at server level, name servers do not propagate.

have been registered on cpanel with relative ip address. Rdns and hostname have been updated. But on the resolv.cnf file I have:

46.38.252.230
are loaded automatically by netcup. changing to 1.1.1.1, 8.8.8.8 does not work. I can't understand.

I have never had DNS propagation problems with other providers, but with netcup I am having DNS problems.

I am trying to use cpanel with RS 1000 G11 package. Resolv.cnf is configured automatically, using public dns as 1111-8888 after the chattr command to edit the file, the server does not resolve custom name servers from cpanel. Emails etc. do not work.
Does Netcup have any firewall? I would really like to use this vps.
