You cannot (unless you have really old contracts; historically, it was accessible here). Netcup do not offer this kind of virtualisation (Linux-VServer) any more. Nowadays, every VPS/RS is based on KVM instead.

Other than setting up firewalls at operating system level, is there any other approach? The web service has firewall operations. Do they work with the KVM VPS/RS?

There isn't. The VCP firewall interface doesn't work with KVM (and the SCP you'd use normally does not have any related functionality either).

You could get another vServer machine and the free VLAN option to use your server with a dedicated firewall, e.g. OPNSense or pfSense - if you disable the primary network interface on OS level.
This could be a viable option, if you distrust your OS firewall for example on Windows Server.
