What means "chroot is not working"? Are you sure you selected the right boot device?
„Kernel Panic - not syncing: VFS: Unable to mount root fs on unknown-block(0,0)“ - that sounds, as if either, as Martin has mentioned before, the boot device was wrong, or, what I'd rather suspect: your initrd is wrong or defective, so that the kernel is unable to load the file system drivers.
What were the last steps you've performed on that specific machine before the error occurred for the first time?
I just upgraded my test machine from Debian Stretch to Debian Buster.
As I booted on kernel version 4.20.12, I had the same problem.
Booting the older kernel version 4.19.0-2 solved the problem.
So maybe you did a kernel upgrade and have a problem with the new kernel?
If so, try booting the old kernel.
I can not see a 4.20.* kernel on buster at the moment - how did you install this kernel (which source ?)
4.19.0-2 ist latest on buster which I can see and use I would stay on this one ..

I just had a normal Debian Stretch system, nothing installed or something. Then I added some new Sources in /etc/apt/sources.list (see below) and made apt update && apt full-upgrade -y
deb http://httpredir.debian.org/debian buster main
deb http://httpredir.debian.org/debian buster-updates main
deb http://security.debian.org buster/updates main
Im pretty sure, that the these are the official sources.
The upgrade had installed The kernel 4.19.0-2 and additionally the kernel 4.20.12 - idk why.
But yeah, your alright. Its better to stay on 4.19.0-2.
never seen this addresses, but obviously this are links to an cdn ... anyway, not idea, who is providing the the 4.20. Maybe there differences in location ?

It's Debian Buster - of course it's experimental.
